American Rescue Plan Funding (ARPA) for Infrastructure Improvements
Signed into law in March of 2021, federal stimulus funds through the American Rescue Plan will provide over 3.3 billion in funding for Massachusetts cities and towns. Eligible uses include investments in water, sewer and broadband projects. The Treasury Department has detailed a wide range of projects that can be supported by the EPA’s Clean Water State Revolving Fund and Massachusetts Drinking Water State Revolving Funds.
Cities and towns can use this funding for an array of water and wastewater projects, including water infrastructure improvements that relate to removal of contaminants from drinking water (PFA’s, TTHM’s, Lead, Manganese, etc), water and sewer main replacements, water and wastewater treatment plant upgrades and construction. Funds can also be used managing or treating storm water or subsurface drainage water, reducing energy consumption at water and sewer facilities, and cybersecurity improvements aimed at water and sewer infrastructure.
